Ashraf Ghaniwas at the gathering in Charikar, about 25 miles north of the capital Kabul, when the bomb went off but was said by aides to be uninjured.
The insurgents said they had also bombed a busy road junction in central Kabul near the US embassy, killing 22 people and injuring 38. The Taliban, which has threatened to attack and disrupt the election later this month, said that suicide bombers had carried out both strikes.
